The last 10 years he worked at Azelis &#8211; a leading European  distributor of specialty chemicals – where, after a series of different managerial positions, he was Director SHEQ.</p>
<p>Stefano has demonstrated  communication skills, easily delivering his messages from senior management to professionals in more technical fields. He has delivered papers on the implementation of REACH in Europe, Korea, India, the Unites States  and China. He is a well respected keynote speaker.</p>
<p>In 2010, Stefano developed the concept for Compliance2business to serve  the regulatory needs of the chemical industry and its downstream users.</p>

<p>Bij de invoering van REACH hebben producenten, distributeurs en downstream gebruikers allen baat bij een effectieve uitwisseling van informatie door de keten heen. Downstream gebruikers moeten weten waar ze aan toe zijn m.b.t. beschikbaarheid van hun grondstoffen voor hun toepassingen. Producenten moeten inzicht hebben in alle toepassingen voor hun stoffen willen ze die op veilig gebruik kunnen beoordelen. Distributeurs moeten ervoor zorgen dat er antwoorden komen op de vragen van zowel leveranciers als klanten. En elk bedrijf wil zicht blijven houden welke informatie er wanneer en met wie gedeeld is. chemSIX maakt dat mogelijk op een pragmatische en flexibele manier.</p>

With the help of this software the chance for manual classification errors is reduced and the classification is completed faster and more efficiently.</p>
<p>The <a href="http://ghsexpert.com/" target="_blank">GHS-expert solution</a>, developed together with IT Company IQS “Intelligent Solutions” Services , includes all decision points required by the CLP regulation, which is necessary for a successful classification.  During the  development of the software, the decision logic in  the &#8220;Guidance on the Application of the CLP Criteria&#8221; issued by ECHA was followed. Included in the software are the questions as they  are written in the Guidance plus additional questions to further simplify the classification.</p>

</p><p>A well functioning information exchange process is important to ensure  that as many as possible current uses are covered as identified uses  with corresponding Exposure Scenarios within the supply chain.</p>
<p>Considering the thousands of substances to be registered, the various uses of all these substances and the thousands of companies at each stage of the supply chain, communication in the supply chain presents a major challenge and effort for all companies involved.</p>
<p>CEFIC, in close cooperation with FECC and DUCC, has produced the <a title="Guidance on ES development and supply chain communication" href="http://cefic.org/Files/Publications/Guidance_Use_and_ES_dvlpt_and_SCCm.doc" target="_blank">guidance to support the communication of Use information and of Exposure  Scenarios (ESs)</a> in the chemical supply chain.</p>
<p class="alert">CEFIC strongly recommends that all actors in the supply chain follow   the guidance to ensure timely compliance with the requirements of  REACH.</p>
<p>The workflow and tools defined by CEFIC are meant to provide the  harmonization that is needed for an effective process while allowing  companies to adapt them to their specific needs. But although CEFIC has issued <a title="IT functional requirements to build IT tools to support supply chain communication (updated)" href="http://cefic.org/Files/Publications/SCC_Functional_Requirements_052009.pdf" target="_blank">tool requirements</a>, it will not make available a tool to support the  information exchange process: “It will be the responsibility of each  company to develop its own tool”</p>

<p>As you will be aware, REACH Regulation (Regulation EC No. 1907/2006) demands all uses of a substance to be identified and the risks to be controlled. Substances that are subject to chemical safety assessment need to be accompanied by exposure scenarios that are communicated up and down the supply chain. As Downstream User, we depend on our suppliers to cover our uses as well as the uses of our customers in their registration dossiers in order to ensure the availability of the substances for our market.</p>
<p>As part of our REACH preparations it is important that we are better informed. This means better insight in</p>
<ul>
<li>your registration intentions and relevant deadlines,</li>
<li>the uses you intend to cover,</li>
<li>future changes to the safety measures that will be required</li>
</ul>
<p>Because of the importance of this information for us we have decided to contribute our fair share in the cost of this supply chain communication process by participating in chemSIX, the <a href="http://www.chemsix.com" target="_blank">chemical Substance Information Exchange.</a> chemSIX enables:</p>
<ul>
<li>Suppliers to set-up an online product catalog with REACH/CLP information about any number of products and share this information with any number of customers over the full REACH implementation period.</li>
<li>Buyers/downstream to manage the information exchange with multiple suppliers from one dashboard, making it easier to provide information/feedback for safety assessments in a way that is also manageable for suppliers.</li>
</ul>
<p>By providing your information through chemSIX  you will contribute to making the information exchange better, faster and more efficient for all involved.</p>
<p>As you will know, it is the right of the  Downstream User to make the    uses of their   substances known to their  suppliers 12 Months before    the applicable registration deadline (Article   37(2) of REACH), in    order to  add these uses to the registration dossier.</p>
<p><strong>Therefore,if we do not receive timely information from you, we  will, according to Article 37(2) write back  to report the specific    uses we, as  downstream users, want to have  covered in your    registration dossiers.</strong></p>
<p>If  you act as distributor or if you are not the registrant, we ask   you to  pass this letter up in the supply chain and make sure that  we   receive the information we need in time.</p>

<p>As part of our REACH implementation, we are collecting the information necessary to evaluate the hazardous properties of the substances to be registered and to assess their exposure to the environment, worker and/or consumer.</p>
<p>As soon as we have all the relevant information, we (or a registrant further upstream) can do the assessments, after which it is possible to communicate <em>final </em>registration decisions. Taking advantage of the transitional periods for registration this will be in 2018 at the latest.</p>
<p class="alert">We are aware that many customers want more &amp; earlier information about registration intentions and the uses that will be covered. From our part, we need to check that all the important uses of downstream customers are  known to us so that they can be included in the safety assessment.</p>
<p>To exchange information in a way that is efficient for all, we have decided to use the chemSIX information exchange portal. Using this portal:</p>
<ul>
<li>You will receive relevant information as soon as it becomes available (i.e. registration intentions that include supported uses, new risk management measures etc.). This will give you as much lead time as possible to prepare for any changes, should these be expected</li>
</ul>
<ul>
<li>You can provide feedback when new information needs to be included in upstream registration assessments. Fast feedback increases the chances that your new uses are identified in time to be included in upstream safety assessments</li>
</ul>
<ul>
<li>We can efficiently keep each other up-to-date of any relevant new information, over the multi-year REACH implementation period and in time to be useful</li>
</ul>
<p>The portal, which requires no special training nor investments, will be maintained at least up to the final registration deadline in 2018.  When necessary, our REACH Team and a network of independent REACH experts are available to make sure that the communication process runs smoothly.</p>
<p>You will be provided log-in details and given access to your product   information in a separate mail.</p>
